The situation in Germany is a bit comlicated.
You know here are 16 regions /states in Germany. All 16 regions have different laws.
There are varieties of completely banned breeds (mostly pitbull, american staffordshire terrier, staffordshire bullterrier, standard bullterrier). Many regions have combinations between category 1 (not possible to breed and own, but this also depends on the region) and category 2 (owning depends on special test, behaviour of dog and owner and so on) breeds.
Example:
Bavaria has cat.1. pitbull, staffbull and amstaff. cat.2. bullterrier, dogo argentino, rottweiler, cane corso, etc.
The region of Baden-Würtemberg has cat. 1 pitbull, amstaff and standard bullterrier, cat. 2. is staffbull.
Both regions are direct neighbours.
So it is very hard to breed in Germany. If I have a litter of Standard Bullterriers I cannot sell in every region of Germany, because some regions have completely ban on them.
I also can never own a Amstaffie or Staffbull in Bavaria, because they are cat.1.
Also people have to chose their new home (when they want to move in Germany), because you cannot take your dog with you, if you have the wrong breed or the chosen the wrong region.
So you see, it is very difficult and it depends on every region how those dogs, special breeds are allowed to be owned and bred.
In conclusion American Staffordshire Terrier, Staffordshire Bullterrier and Standard Bullterrier can be owned and bred in Germany, but it depends on the region.
The import of these breeds and mixes of these breeds to Germany (no matter which region) is completely forbidden. This is also so important to know because interbreeds are in Germany no "minis" but standard bullterrier-mixes. So I'm afraid because some breeders mean they can do over laws that this could lead to the fact that the minis are also anytime on a "list"
The situation is totally ridiculous, and surely does not help all these breeds. And accidents with dogs are happening anyhow. All reported accidents were with pitbulls!
But instead of punishing the pitbull-owners, government is punishing all breeds with the word "bull" in their name!
